Selection Process and Administration Indian Civil Services (IAS): They are recruited though a national level civil service examination, conducted by the Union Public Service Commission (UPSC). Central Government has established the Central Administrative Tribunal (CAT) that exercises the jurisdiction over the recruitments and other service matters of a public servant. Provincial Civil Services (PCS): They are recruited through a state level civil service examination, conducted by the State Public Service Commission (SPSC).
